OxCHEPS

The Oxford Centre for Higher Education Policy Studies (OxCHEPS) was created 25 years ago and now, in 2025, is moving into a new phase as ‘oxcheps.co.uk’. It is completely independent of any university or college and hence able to draw upon the experience and expertise of academic colleagues from a wide range of Higher Education institutions. Its remit remains - a source of materials on HE policy and practice; a provider of seminars on HE comparative policy and management; the design of high-quality staff development and training programmes for HE organisations.

Its director is PROFESSOR DAVID WARNER CBE - former Vice-Chancellor of Swansea Metropolitan University (and with previous senior management experience at the University of Central England, at the University of Warwick, and at the University of East Anglia); former External Examiner of the MBA Programme in Higher Education Management offered by University College London; and former Senior Research Fellow at Harris-Manchester College, University of Oxford. David has published extensively on HE management - including 'Higher Education Mahagement: The Key Elements' and 'Managing Crisis' (a volume in the 17-volume 'Managing Universities and Colleges' series which he co-edited).
